Government considering proposal for a moratorium on zeroing out the fuel damper

Russian Deputy Prime Minister Alexander Novak said the government is considering a proposal to introduce a moratorium on zeroing out the fuel damper mechanism. The damper, in effect since 2019, pays oil companies to keep domestic fuel prices down when export netbacks are high, but is not paid when exchange prices exceed normative thresholds. A previous moratorium was introduced from October 2025 to May 1, 2026 amid record fuel prices on the St. Petersburg exchange.

A new gas condensate field discovered in Kashkadarya

A new gas condensate field named “Borisoy” has been discovered in Shurtan, Guzar district of the Kashkadarya region. During well testing, specialists obtained a commercial inflow of gas and condensate of 300–400 thousand cubic meters per day, Uzbekneftegaz reports. Exploratory drilling began on August 5 by Uzneftburgilash ishlari; the well was drilled to a depth of 3,159 meters, and tests showed hydrocarbon inflow from carbonate deposits at 2,842–3,001 meters. Specialists are now studying the productive layers and assessing the field’s potential. After testing, the gas is planned to be processed and supplied to consumers from October 15. A second exploratory well is planned by year-end to further study the field’s geology and hydrocarbon potential.

EU and Russia dispute the amount of energy payments: $209 billion vs $320.7 billion

The European Commission disputed the statement by Russian Deputy Prime Minister Alexander Novak that the EU has purchased $320.7 billion worth of Russian energy resources since 2022. According to Eurostat data (COMEXT), payments from March 2022 to July 2026 amounted to €197 billion ($209 billion). US President Donald Trump cited his own figure — $250 billion. The discrepancies reflect competing narratives about the EU's dependence on Russian energy.

Greece increases heating allowance by 30% and introduces a diesel fuel subsidy

Greek Finance Minister Kyriakos Pierrakakis announced a 30% increase in the heating allowance compared to last year and a direct subsidy on heating oil at the pump. The ministry will present details of the measure on Wednesday. The decision comes amid rising fuel prices in Europe: Germany temporarily cut its excise tax by 17 cents per liter from October 1, and Spain extended its tax discounts — both measures remain in effect until the end of December.
