  • According to Peskov, Europe has not settled on a single representative in dialogue with Moscow
  • European politicians stated that only the EU will make security decisions

Moscow has stated that there have been no contacts with Europe

Russia has not held negotiations with European countries on a future security agreement, although, according to information available to the Kremlin, the United States did discuss this topic with the Europeans. Russian presidential press secretary Dmitry Peskov told this to journalist Pavel Zarubin in an interview for the Vesti news service (republished by Life.ru and Gazeta.Ru). “As far as we know, the Americans did indeed have contacts with the Europeans. We have had no contacts with the Europeans. There have been no discussions with the Europeans on such a complex topic,” the outlets quoted him as saying.

Who speaks on behalf of Europe

According to Peskov, European countries have still not decided who exactly should represent their interests in dialogue with Moscow: there is no single negotiator on issues of the future security system. This statement came against the backdrop of publications about the model of US presidential special envoy Jared Kushner: Washington Post columnist David Ignatius citing an official familiar with the course of the negotiations, wrote that Kushner sees as a model the Russia–NATO Council, created after the Cold War but whose work was suspended in 2014. At the same time, European politicians and officials, as Gazeta.Ru noted, stressed that only the European Union will make security decisions in Europe, and expressed concern that Washington and Moscow could agree on terms that would “undermine NATO’s position and restore Russia’s sphere of influence.” EU foreign policy chief Kaja Kallas, according to the outlet, refused to discuss European security issues with the US and Russia.

The context of the Ukraine talks

The statement about the absence of contacts with Europe on a security agreement complements the Kremlin’s position on the Ukraine negotiations: earlier Life.ru reported that the meeting in Abu Dhabi on November 10–11 will take place in an agreed trilateral format — Russia, the US and Ukraine — without the participation of European countries, although Moscow does not rule out further dialogue with them. At the same time, Peskov had earlier, according to Gazeta.Ru, stated that it is impossible to discuss Europe’s security without the Europeans — that is, judging by his new comments, the issue is not a principled refusal of dialogue, but the absence of a single representative on the European side.
