The key facts

  • Russia, the US and China are “drafting proposals” on the agenda of a possible trilateral leaders' meeting at the APEC summit.
  • Points that are a priority for one party may be unacceptable to another — consensus is needed, Peskov noted.
  • The APEC summit will be held in Shenzhen on November 18–19; preparations for the meeting began back in late October.

Agreement on the agenda has begun, but the parties' positions diverge

Moscow, Washington and Beijing have begun coordinating a possible agenda for a trilateral meeting between Vladimir Putin, Donald Trump and Xi Jinping on the sidelines of the APEC summit in China. This was reported by Russian presidential press secretary Dmitry Peskov in an interview with journalist Pavel Zarubin; the same was reported by Gazeta.Ru citing RIA Novosti.

What makes it difficult and what the meeting promises

According to Peskov, each party proposes its own topics for discussion, and issues that are a priority for one country may prove unacceptable to another. “Some points are preferable for one party and are considered entirely inappropriate for another. Therefore, a certain consensus needs to be found here,” Life.ru quotes him as saying. Successful agreement on positions, the Kremlin spokesman emphasized, would make it possible to hold talks whose significance would extend beyond the relations of the three states: “If this consensus can be reached, and if the meeting does take place, then there will be a very important discussion that will, without exaggeration, attract the attention of the whole world.”

Timing and venue

The possible venue for the talks is the Asia-Pacific Economic Cooperation summit, which will take place on November 18–19 in Shenzhen, China; Beijing, as the host country, is assigned the organizational role in the preparations. The start of preparations for the trilateral meeting was already reported on October 25 by presidential aide Yuri Ushakov: according to him, all three capitals generally view such a format positively, and holding the talks also depends on coordinating the schedules of the heads of state. Thus, over the past two weeks the situation has moved from the general readiness of the three capitals to concrete work on the agenda, but the meeting itself remains probable rather than confirmed: its holding depends on reaching consensus on the topics of discussion.
