Additional tranche for housing certificates

The Government of Russia will allocate an additional 1.5 billion rubles from the federal budget to the Kursk region for housing certificates for residents of border districts who were forced to leave their homes due to hostilities. Governor Alexander Khinshtein announced this in the Max messenger. According to him, with the new funds residents of Kursk will be able to receive 204 certificates for purchasing housing, which will allow continuing to provide affected families with housing.

The scale of certificates already issued

To date, 16,556 housing certificates worth more than 104 billion rubles in total have been issued in the Kursk region, and over 15.5 thousand families have already used them to buy housing. The new tranche is another installment of federal funding under this program: earlier, the authorities stated their intention to resolve the problem of providing certificates to residents of the border areas whose homes were destroyed during the hostilities in the summer of 2024.

Context: other support measures

In addition to certificates, other support mechanisms are in place in the region and neighboring regions. As Life.ru notes, the procedure for obtaining compensation for housing lost or damaged as a result of emergencies and terrorist attacks has been simplified — the relevant services have been included in the recommended list for provision through multifunctional centers (MFC) on a one-stop-shop basis. In addition, the Social Fund has simplified the granting of the unified benefit to families evacuated from border districts: when reviewing applications, property left behind in dangerous territories is no longer taken into account; the new rules also apply to residents of the Kursk region. Earlier, on September 1, Khinshtein reported that the regional authorities had approved the procedure for paying compensation to residents of border territories for vehicles completely destroyed — almost 2.5 billion rubles were allocated for this purpose from the government's reserve fund.
