The key facts

  • The building with Klitschko's apartment is connected to the line of a critical infrastructure facility and is not subject to scheduled outages — confirmed by DTEK Kyiv Electric Networks
  • Along with it, 10 more residential buildings remain outside the schedules; the building itself does not have separate critical facility status
  • Klitschko said he did not influence the connection decision and that he himself had experienced outages

A special electricity supply scheme for the mayor's building

A residential building in central Kyiv on Bohdan Khmelnytsky Street, where Mayor Vitali Klitschko's apartment is located, is not subject to scheduled power outages. The newspaper Vzglyad drew attention to this peculiarity, and earlier Ukrainian journalists from Sledstvie.Info revealed the building's electricity supply scheme, Life.ru reports.

What the power engineers confirmed

The information was confirmed by DTEK Kyiv Electric Networks: the building is connected to the same line as a critical infrastructure facility, and along with it, ten more residential buildings receive electricity without scheduled restrictions. Technically, it is impossible to disconnect these buildings separately from the important facility, so all 11 buildings remain outside the outage schedules. At the same time, the apartment building itself has not been granted separate critical infrastructure status — the special regime is due precisely to the way it is connected to the grid, not to any official recognition of the building as a vital facility.

Klitschko's reaction and the context of the outages

Klitschko commented on the journalistic investigation, saying that he had not influenced the decision to connect the building to the relevant line, and claimed that he had personally experienced power outages in his apartment several times, while neighbors complained to him about interruptions. According to Gazeta.Ru, we are talking about building No. 30/10, constructed in 1901, near Khreshchatyk and the Opera House; the mayor himself said that he bought a six-room apartment with an area of 225 square meters after a victorious boxing match in 1999.

Background: power supply disruptions in Kyiv

The situation attracted attention against the backdrop of serious problems with Kyiv's power supply. On November 2, emergency outages were introduced in the city and the region: electric transport stopped, four districts experienced water supply problems, and the Troieshchyna residential area was almost completely de-energized. On November 6, Klitschko stated that damage to an energy facility in Zhytomyr had led to a deterioration in the capital's power supply and a drop in pressure in the water supply networks; utility services began switching part of the equipment to backup power sources.
