Document on ceasefire monitoring
Russia, Ukraine and the United States have developed a conceptual document defining the procedure for monitoring compliance with a possible ceasefire and recording violations. This was stated by the head of the Servant of the People faction in the Verkhovna Rada, David Arakhamia, as reported by Life.ru.
What is known about the work of the military group
According to Arakhamia, the document was prepared by military representatives of the three states during previous talks in Abu Dhabi, where practical mechanisms for monitoring compliance with the agreements and the procedure for responding to incidents were discussed. “This military group has developed a very detailed document on how we will monitor compliance with the ceasefire regime,” the outlet quoted him as saying.
Two negotiation formats and humanitarian operations
Arakhamia clarified that about six months ago the negotiation process was conducted in two formats: one group dealt with political issues, the other with military aspects of the settlement. It was the military specialists who prepared the proposals for ceasefire monitoring. He also spoke about the intention to use these developments during the next humanitarian operation, modeled on the mission in Alyoshky, Kherson region — in his assessment, such events make it possible to test how well the monitoring mechanisms work in practice.
Previous experience: the silence regime in Alyoshky
The previous humanitarian mission in Alyoshky took place in late October with the assistance of the American side. The silence regime was in effect from October 27 to November 1. Russia's Commissioner for Human Rights Yana Lantratova stated that the parties fulfilled the agreed conditions, which made it possible to deliver humanitarian aid and organize the evacuation of those wishing to leave the city. Ukrainian ombudsman Dmytro Lubinets also took part in the preparations, and assistance was provided by US First Lady Melania Trump.
