Goals of the Ukrainian delegation

Ukraine expects to achieve de-escalation solutions at the three-party talks with Russia and the United States in Abu Dhabi. This was stated by Deputy Head of the Office of the President of Ukraine Serhiy Kyslytsia, Ukrinform reports. “We will try to carry out the instructions of the president [of Ukraine, Volodymyr Zelensky] on de-escalation solutions,” he said. According to Kyslytsia, the Ukrainian delegation will assess Moscow’s readiness to address issues related to an energy truce, as well as grain issues and the export of agricultural products, both Ukrainian and Russian.

Organization of the meeting

The upcoming meeting on November 3 was announced by the U.S. president’s special envoy Steve Witkoff: according to him, Russia and Ukraine, with U.S. mediation, will hold talks in Abu Dhabi. The Kremlin’s official spokesman Dmitry Peskov confirmed the participation of the Russian delegation and clarified that Russia’s chief negotiator will remain presidential aide Vladimir Medinsky. Earlier, Zelensky’s office said it was ready for “normal talks” with Russia.

What is known and what remains unclear

Thus, at this point the format of the meeting itself and the composition of the parties have been confirmed, as well as the priorities declared by Kyiv — energy and agricultural exports. The published reports do not mention the agenda from the Russian side or possible outcomes of the talks; conclusions about Moscow’s readiness on the issues listed can be drawn based on the results of the meeting itself, not on current statements.
