A new technical school within the Ministry of Emergency Situations system
A Technical School for Rescuer Training is being established in Uzbekistan — Cabinet of Ministers Resolution No. 611 of November 6, 2026, enshrined its creation under the Academy of the Ministry of Emergency Situations within a unified educational campus, as a separate legal entity. As «Gazeta.uz»notes, the goal is to improve the system of training qualified rescuers in the field of emergency protection. Kun.uz clarifies that the technical school is being created within the academy's generally established staffing structure.
Who will study and how
The technical school will begin operating in the 2027/2028 academic year. It will admit school graduates — on state grants and on a fee-paying contract basis; education will be organized under primary, secondary, and secondary specialized vocational education programs. Rescuers working at major economic facilities, categorized facilities, and hazardous production enterprises will be able to enroll on preferential terms of the fee-paying contract form at the request of their organizations. In addition, the technical school will organize short-term vocational training courses based on the needs of the domestic and external labor markets and employers' proposals; Kun.uz also adds orders from the Ministry of Emergency Situations itself as a basis for such courses.
Personnel reserve and guarantees for current rescuers
Starting in 2029, a personnel reserve for emergency agencies will begin to be formed from graduates of the technical school's professional programs. For employees already serving in rescuer positions within the Ministry of Emergency Situations system who enroll in the technical school, their salary will be maintained for the entire period of study — in full and at the same amount. The educational process will be built on a combination of theory and practice through the introduction of simulation, imitation, and virtual laboratories (training grounds); compliance with state standards and the quality of education will be monitored by the Academy of the Ministry of Emergency Situations.
Timeline for organization
The Ministry of Emergency Situations has been instructed, within two months, to approve the technical school's charter and register it, and within three months — together with the Agency for Vocational Education — to develop curricula and programs.
