Fadeev's statement
Russia's task is to create the best education in the world, and it will cope with it, said Valery Fadeev, chairman of the Council under the President of the Russian Federation for the Development of Civil Society and Human Rights (HRC), as quoted by RIA Novosti (the material is published by Gazeta.Ru). According to him, education is part of the sociocultural system: the system influences education, and education influences the system. «A very serious turnaround is happening now; we need our own education, and it is happening before our eyes — perhaps a unique education system is being laid down,» Fadeev said.
Context: the Moscow experience and funding
The head of the HRC's statement fits into a series of recent public remarks about Russian education. At the end of August, President Vladimir Putin statedthat Moscow's education system sets a good example for other regions in organizing schools and schooling, and thanked the capital's mayor, Sergei Sobyanin, for his personal attention to this issue. In October, Sobyanin announced that the Moscow authorities would allocate 2.5 trillion rubles from the budget for the development of education in 2027–2029. Thus, Fadeev's words about a «turnaround» are backed by the authorities with the capital's concrete budget plans, although these plans concern the Moscow system rather than the all-Russian one. It was also previously reported that work is underway on a new preschool education standard.
