The key facts
- According to Rosinfomonitoring head Yuri Chikhanchin, about 390 billion rubles in non-target spending was halted in 2026
- The monitoring mechanism was created jointly with the Treasury and law enforcement agencies
- At the same time, the State Duma passed the draft budget for 2027–2029 in its first reading
About 390 billion rubles did not end up in non-target spending
In 2026, Rosinfomonitoring halted the allocation of about 390 billion rubles for non-target spending. The figure was named by the head of the agency, Yuri Chikhanchin, at a meeting with Russian President Vladimir Putin, as reported by RIA Novosti citing Gazeta.Ru.
How the control mechanism works
Chikhanchin explained that monitoring of budget spending has become a new area of work for the agency. First, banking support systems were launched, followed by treasury support; according to the head of Rosinfomonitoring, these mechanisms are now working 'quite well.' The criteria and indicators for identifying suspicious transactions were developed jointly with the Treasury and law enforcement agencies — it was on this basis that about 390 billion rubles were stopped this year, which, according to Chikhanchin, 'were not allowed to be spent on non-target purposes.'
Context: the draft budget for 2027–2029
The announcement came against the backdrop of the budget process: at the end of October, the State Duma passed in its first reading the draft federal budget for 2027 and the planning period of 2028–2029. The bill was presented at a plenary session by Deputy Prime Minister — Finance Minister Anton Siluanov. Thus, the data on halted spending relate to the current budget, while discussion of spending for the next three years is still going through parliamentary readings.
