The key facts
- The draft regulation was developed by the Committee on Ecology, the Ministry of Sports, the Ministry of Digital Technologies and the Ministry of Health; discussion until November 13
- Participants are citizens aged 18 and older, registration via id.egov.uz, steps counted through Google Fit or HealthKit
- Instead of daily payments of 3,000 soums — an annual award ceremony for winners in the third decade of December, funded from the targeted fund under the Committee on Ecology
New scheme instead of daily payments
In Uzbekistan, a draft regulation on holding the “10,000 Steps on Foot” campaign and incentivizing its participants through the “Eco-Active Citizen” platform has been published for public discussion. The document was prepared by the National Committee on Ecology and Climate Change, the Ministry of Sports, the Ministry of Digital Technologies and the Ministry of Health; the discussion will run until November 13 (Gazeta.uz).
How participation will work
Under the new procedure, citizens of Uzbekistan aged 18 and older will be able to take part. Registration is through the unified identification system of “Electronic Government” (id.egov.uz); to count steps, participants will need to install the Google Fit (Android) or HealthKit (iOS) app on their mobile device. A participant may use only one personal account and one device; steps are counted daily from 00:00 to 23:59 and automatically transmitted to the unified web portal.
What changes in incentives
The key difference from the previous version of the campaign is the reward scheme. Previously, a citizen who walked 10,000 steps a day received 3,000 soums. Now winners are to be determined once a year: among participants who walked at least 10,000 steps daily throughout the year and showed the highest result. The award ceremony is planned annually in the third decade of December. Those who took 1st–3rd places nationwide, as well as leaders in Karakalpakstan, Tashkent and the regions, will be recognized separately. Prizes are funded from the state targeted fund under the Committee on Ecology.
Ban on cheating
The draft explicitly prohibits the use of a treadmill, car, scooter, bicycle, moped and other technical means, as well as artificially inflating the step count using artificial intelligence or special programs. If abnormally high results or unlawful interference are detected, the participant’s results are annulled, restrictions are placed on the account, and the participant is disqualified.
History of the campaign and status of the relaunch
The campaign traces back to the president’s decree of October 30, 2020 on measures to promote a healthy lifestyle, which provided for the creation of the “Sog‘lom turmush tarzi” platform (1hls.uz). In November 2021, Shavkat Mirziyoyev instructed the Ministry of Finance to additionally allocate 60 billion soums to promote the platform in 2022. From January 16, 2022, daily payments of 3,000 soums for 10,000 steps were discontinued, with an announced transition to a new system: a weekly cash prize of 100 million soums and a thousand bicycles. By a decree of April 6 of the same year, the operation of the 1hls.uz platform was terminated.
A relaunch that has not yet happened
On March 25, 2026 the president signed a document on resuming the “10,000 Steps on Foot” practice and the 1hls.uz platform from May 1. However, as Gazeta.uz notes, the system has still not been relaunched. Thus, the published draft regulation describes the procedure for the future campaign but does not mean it is already running: it is a draft under discussion, and no launch date is given in it.
