Draft resolution submitted for public discussion

The Ministry of Sports proposes to relaunch the 'Ten Thousand Steps' walking incentive program: a draft resolution has been published on the regulatory legal acts discussion portal (SOVAZ), and the discussion will run until November 13. This is reported by Spot.uz. The document was developed jointly with the Ministry of Digital Technologies and the Committee for Ecology and regulates the holding of the incentive campaign and the rewarding of its participants.

How steps will be counted and winners chosen

The campaign will be organized on the basis of the 'Eco-Active Citizen' platform (Ekofaol fuqaro). Citizens of Uzbekistan aged 18 and over may participate on a voluntary basis: they will need a smartphone with an accelerometer and a configured fitness service — Google Fit on Android or HealthKit on iOS. The participant downloads the app from Google Play Market or the App Store and registers via OneID; one account on one device per person. Steps are counted based on fitness service data over a 24-hour period (from 00:00 to 23:59) and automatically uploaded to the portal.

Prizes and the fight against step inflation

Winners will be the participants who complete the greatest number of steps while meeting the daily norm of 10,000 steps. Valuable prizes will be awarded to the best participants at the level of regions, Karakalpakstan and Tashkent, as well as to the three best participants at the national level — at the end of December, using funds from the State Target Fund for addressing national environmental problems. Incentives in other categories are also possible; results will be published on the 'Eco-Active Citizen' platform.

Ensuring the integrity of results

The draft prohibits the use of someone else's account, artificially inflating the number of steps, and unlawful interference with the platform's operation. The operator has the right to verify participants in cases of unnaturally high results, signs of the use of automated programs, or technical malfunctions. If a violation is confirmed, the participant may be suspended and their results annulled, and winners who achieved their results fraudulently may be disqualified.

Context

The publication of the rules on SOVAZ means that this is still a draft rather than an adopted decision: the final resolution may differ from the proposed version. Earlier, Spot.uz wrote about a related pedestrian activity initiative — in Tashkent, it is planned to remove parking from mahalla courtyards and set up pedestrian alleys and children's playgrounds in their place.
