The key facts

  • The MIA draft resolution provides for an electronic record of violators from 2027
  • A ban on alcohol sales within a 500-meter radius of event venues and the use of drones for crowd control are proposed
  • Tickets to concerts and sports competitions are to be sold only electronically; discussion runs until November 20

What the Ministry of Internal Affairs proposes

The Ministry of Internal Affairs of Uzbekistan has drafted a government resolution regulating the holding of mass events. As Daryo.uz reports, the document provides for keeping an electronic record of persons who violate the rules for holding such events, starting from 2027. Under current legislation, the draft notes, violators' entry to such events may be temporarily restricted by a criminal court.

Restrictions and security controls

The draft also proposes restricting the sale of alcohol within a 500-meter radius of mass event venues. To ensure security, drones are planned to be used: with their help, the authorities intend to monitor crowd flows and promptly identify risks associated with mass gatherings and stampedes. The previous ban on free giveaways or selling goods at ultra-low prices to attract crowds for advertising purposes remains in place — such a restriction was already in effect earlier.

Electronic tickets and the status of the draft

It was previously reported that the same MIA draft proposes selling tickets to concerts and sports competitions exclusively in electronic format and banning their sale until official permission for the event is obtained. The public discussion of the draft resolution will last until November 20, meaning no final decision has been made yet — the document is at the discussion stage.
