The key facts
- Two meetings took place in Brussels on November 4: on Ukraine's 'plan of prosperity' and on the country's financing in 2027
- On November 5, security guarantees for Ukraine and a new security architecture in Europe are being discussed
- According to the Rapporteur portal, the talks were held as separate discussions, with the US participating remotely
Two meetings on November 4
The talks in Brussels on November 4 covered Ukraine's recovery plan and the country's financing for 2027. Rustem Umerov, head of Ukraine's Foreign Intelligence Service, wrote about this on his Telegram channel, his words were cited by Gazeta.Ru. According to him, two meetings took place. The first concerned the so-called 'plan of prosperity' — a document that is supposed to determine how Ukraine will rebuild after the war, attract investment and create opportunities for economic development. Umerov did not disclose details, noting only that with the partners 'specific next steps and deadlines for their implementation' have been defined.
Financing and security
The second meeting was devoted to Ukraine's financing in 2027: the Ukrainian delegation told the partners how many resources Kyiv needs, what funding gap must be covered and from which sources this can be done. Joint steps to counter what Umerov called the 'Russian threat' were also discussed. On November 5, according to him, the meetings in Brussels are addressing security guarantees for Ukraine and a new security architecture in Europe. Umerov emphasized that work on security guarantees, recovery and economic development is being carried out in parallel, calling it 'parts of a single plan for Ukraine's future.'
Format of the talks and the role of the US
The Rapporteur portal provides details on the format: citing a European Commission representative, it reported that the talks on post-war recovery were not held as a single joint meeting but as separate discussions, with the US participating remotely. Jared Kushner, the son-in-law of US President Donald Trump, also wrote on the social network X about Washington's work within the new round of talks on settling the conflict: according to him, the US is working on creating a broader security architecture in Europe. Politico had written in advance about the expected lineup of participants in advance: on November 3 the outlet reported that officials from France, Germany, the United Kingdom, NATO and the World Bank, as well as representatives of Washington, Kyiv and the EU, would discuss Ukraine's recovery and its economic future in Brussels. It was also previously reported that Ukraine might join the EU as a result of a peace agreement.
What is known and what remains undisclosed
Thus, the meetings themselves and their agenda are confirmed, but the content of the key document — the 'plan of prosperity' — has not yet been disclosed by the parties: according to Umerov, work on it continues. The financing parameters for 2027 that he mentioned — the volume of Kyiv's needs, the size of the funding gap and the sources to cover it — also remain undisclosed. Information about the progress of the talks comes mainly from the Ukrainian side and the Rapporteur portal; the published reports do not present any final agreements resulting from the Brussels meetings.
