The key facts

  • The consultations at the Berlaymont took place in the format of separate meetings of delegations, with the US participating remotely
  • Ukraine was represented by Rustem Umerov, the European Commission by Björn Seibert
  • The topic of security guarantees was moved to a meeting at NATO headquarters on Thursday

Split format and remote US participation

The technical consultations on the Ukrainian settlement held on Wednesday at the European Commission headquarters in Brussels (the Berlaymont) consisted not of a joint meeting of the delegations, but of a series of separate discussions between them. This was reported by the Brussels portal Rapporteur, which is cited by both Life.ru and Gazeta.Ru. The American representatives joined the discussions remotely.

Who took part and what was discussed

According to Rapporteur, the consultations involved representatives of the European Commission, NATO, the United States, Germany, France, the United Kingdom, the World Bank and Ukraine. The European Commission was represented by Björn Seibert, head of the cabinet of EC President Ursula von der Leyen, and the Ukrainian delegation by Rustem Umerov; the other delegations were represented by security advisers. One of the topics was Ukraine's post-war reconstruction: according to Gazeta.Ru, the Ukrainian representative described the so-called prosperity plan — covering reconstruction, economic development and long-term sustainability — as the agenda.

Security guarantees — postponed to Thursday

The participants moved the issue of the so-called security guarantees for Kyiv to Thursday: they are to be discussed at similar technical consultations at NATO headquarters with the participation of the United States, the United Kingdom, France, Germany and the alliance. The meeting is scheduled to take place on the eve of the expected new round of talks in Abu Dhabi. Life.ru previously reported, citing US presidential special envoy Jared Kushner, that Washington plans to create a long-term security system for Ukraine; according to him, the next round of trilateral talks between Russia, the United States and Ukraine is expected on November 10–11 in Abu Dhabi. Thus, in Brussels the participants so far limited themselves to a technical exchange of positions, leaving the key security issues to further contacts.
