Five-year ban from March 1, 2027
In the Tomsk region, retail sales of vapes and vape liquids will be completely banned from March 1, 2027. The restrictions will remain in force for five years — until March 2032. Deputies of the regional parliament passed the relevant law in two readings at once, as confirmed by the chairwoman of the region's Legislative Duma, Oksana Kozlovskaya, with the words «The decision has been made». This was reported by Life.ru.
What exactly falls under the restrictions
The new rules apply to electronic nicotine delivery systems and liquids for them, while devices for heating tobacco sticks are not covered by the ban. In addition, the deputies restricted the sale of tobacco and nicotine-containing products in children's recreation areas, social institutions, on beaches, in recreation zones, in buildings of religious purpose, as well as at venues of official sports competitions.
Who initiated it and on what grounds
The initiative was put forward by the governor of the Tomsk region, Vladimir Mazur. Regional authorities explained the need for the ban by the desire to reduce the availability of nicotine-containing products, primarily for teenagers and young people. The decision was made possible thanks to a federal law allowing regions to independently introduce such restrictions as part of an experiment from 2027 to 2032.
The Tomsk region is not the first
The Tomsk region is joining the regions that have already taken advantage of this opportunity: Life.ru previously reported that Yakutia passed a law imposing a five-year ban on vape sales. The restrictions in the republic will also come into force on March 1, 2027 and will last until 2032; the ban there will cover electronic devices and liquids, including nicotine-free formulations, while tobacco heating systems will remain permitted. Thus, the two regions have synchronized the duration of their bans, but the Yakut law is broader in wording — it explicitly covers nicotine-free liquids as well.
