The key facts
- Those convicted of extremism are barred from journalism, educational outreach, psychological assistance, establishing media outlets, and permits for mass events — until the criminal record is expunged or lifted.
- Psychological assistance may also not be provided by persons legally incapable or of limited capacity, and those with an unexpunged criminal record for an intentional crime.
- At the same time, social adaptation measures are being introduced: individual programs in places of detention and the work of rehabilitation centers after release for up to one year.
New restrictions for those convicted of extremism
In Uzbekistan, amendments have been made to a number of legislative acts, under which persons found guilty of extremist crimes are now barred from engaging in educational outreach and journalism, providing psychological assistance, and establishing mass media outlets. They are also denied permits to hold mass events. This is reported by UzNews.uz citing the adopted amendments.
Duration of the restrictions and other categories of persons
The restrictions remain in effect until the criminal record for the committed extremist crime is expunged or lifted. In addition, psychological assistance may not be provided by persons declared by a court to be legally incapable or of limited capacity, as well as those with an unexpunged or unlifted criminal record for an intentional crime.
Social adaptation measures
Alongside the bans imposed on persons convicted of extremist crimes, social adaptation measures are provided. They are aimed at returning such citizens to full life in society and include social, legal, medical and psychological assistance, as well as support in obtaining education, learning a profession and finding employment. Adaptation is carried out both during the serving of the sentence and after its completion: in places of detention, individual socio-psychological programs are applied aimed at renouncing extremist views, and after release — an individual program of rehabilitation and social adaptation centers lasting no more than one year.
