An online appeal procedure has been introduced
Citizens of Uzbekistan who disagree with the refusal to include their family in the Social Register or with the conclusions and acts drawn up by the mahalla seven may now file an electronic complaint via the my.gov.uz portal. This was reported by Zamon.uz with reference to Cabinet of Ministers Resolution No. 35 of January 29, 2026, under which Appeal Councils have been established at district and city khokimiyats to handle such applications.
What the Appeal Council considers
The council's remit covers three types of matters: complaints against the refusal to include a family in the Social Register; partial or full annulment of the questionnaire, conclusion and acts drawn up by the mahalla seven; and applications obliging the mahalla seven to make changes to the documents. A complaint is considered within 15 days of receipt. Council meetings are held as needed, but at least once a month.
What this changes in practice
Previously, the decision to refuse inclusion of a family in the register and the documents drawn up locally were, in effect, final for the family. Now the applicant has a formal mechanism for review: it is possible not only to challenge the refusal itself, but also to secure the annulment or correction of the questionnaire, conclusion and acts prepared by the mahalla seven — these documents form the basis for assessing the family's situation. Filing is available electronically, eliminating the need for a personal visit; the procedure and time limits (15 days, meetings at least once a month) are enshrined in regulation by Resolution No. 35.
