What transactions and actions fall under the ban
According to the order, until the zero cycle is completed, developers are prohibited from: selling residential and non-residential premises in buildings under construction; concluding equity participation agreements, preliminary agreements and other civil-law transactions involving the attraction of funds from individuals and legal entities for construction; and advertising construction projects. Who will monitor complianceIdentifying violations — illegal advertising, premature sales and the attraction of citizens' money — has been entrusted to the Department of State Architectural and Construction Supervision. If violations are found, the department will take measures within its powers. According to the ministry, heads of construction organizations are already being familiarized with the new rules and warned about liability for non-compliance. The ministry explained that the purpose of the order is to protect the money and rights of home buyers and to reduce the risks of investing in projects whose construction has not yet been completed.
