The key facts

  • Dmitry Bombyr was appointed Deputy Head of the FAS by an order signed by Mikhail Mishustin on November 3
  • He has worked at the FAS since 2019, previously heading the State Procurement Placement Control Directorate
  • Bombyr replaced Timofey Nizhegorodtsev, who had worked at the Service since 2005

New appointment at the FAS

Dmitry Bombyr has been appointed Deputy Head of the Federal Antimonopoly Service. Prime Minister Mikhail Mishustin signed the corresponding order on November 3 — the document has been published on the legal information portal. “Appoint Dmitry Sergeyevich Bombyr as Deputy Head of the FAS,” the order is quoted as saying in the Gazeta.Ru publication.

Who is Bombyr and what will he oversee

According to the FAS, Bombyr has been working at the agency since 2019, and before that he headed the State Procurement Placement Control Directorate. As Deputy Head of the Service, he will oversee two directorates — the Control and Financial Directorate and the Directorate for Control of the Social Sphere, Trade and Non-Production Services. Thus, the block under his purview covers trade and the services sector — areas where the FAS regularly examines pricing and antimonopoly issues.

Whom the new deputy head replaced

Bombyr replaced Timofey Nizhegorodtsev, who had worked at the FAS since 2005 — that is, for more than two decades. The appointment comes amid a series of personnel reshuffles in the government: last week President Vladimir Putin approved the changes proposed by Mishustin, under which former head of Rosaviatsia Dmitry Yadrov took over the Ministry of Transport, and earlier the prime minister appointed a new head of Rosaviatsia. The new position in the Russian government had been reported before the official announcement.
