Consultations in Brussels ahead of the Abu Dhabi round
On November 4, consultations between representatives of the European Union, the United States, NATO and Ukraine will take place in Brussels ahead of a new round of talks between Moscow, Washington and Kyiv, scheduled for November 10–11 in the capital of the UAE. Politico reports this, citing European officials and diplomats; the meeting is also reported by Life.ru. The organizer is the European Commission, which confirmed that the consultations will be held at the level of senior officials and national security advisers.
Participants and topics of the meeting
Representatives of France, Germany and the United Kingdom will join the discussion, and participation by the World Bank is also expected. The central topic will be the reconstruction of Ukraine after the end of the conflict, including economic support and possible security guarantees. According to Politico, the European participants mentioned included Björn Seibert, head of cabinet of European Commission President Ursula von der Leyen, and Anna-Maria Bura from the European Council. However, the official composition of the delegations has not been fully disclosed: it is unknown who will represent Washington and Kyiv.
Disagreements within the EU and with the US
European countries intend to participate more actively in the diplomatic process, but disagreements between the EU and the American side persist on certain issues of the settlement. According to Politico, European states have still not reached a common view on who should represent the union in the peace process, and in Brussels there remains dissatisfaction with some actions of the American negotiators. Against this backdrop, the EU is seeking a more prominent role in discussions of future agreements.
Context of the negotiation process
The upcoming Brussels meeting will continue a series of contacts held in October in Miami and Oslo, where the terms of a possible settlement and further support for Ukraine were discussed. Abu Dhabi already hosted representatives of the three states in early 2026: the first round of consultations took place on January 23–24, and the second on February 4–5. The practical result then was a prisoner exchange on a '157 for 157' basis, carried out on February 5, but agreement on the main political issues could not be reached. US presidential special envoy Steve Witkoff confirmed that two-day consultations will be held on November 10–11 at the level of negotiating teams, where the parties intend to discuss ending the conflict, security guarantees and humanitarian issues. The upcoming meeting in the UAE is to take place in a trilateral format, without the official participation of European states.
