The key facts

  • In non-gasified districts, the basic norm has been raised from 200 to 350 kWh for the heating season
  • In Karakalpakstan and Khorezm the increased norm is in effect from October, in the remaining regions — from November to February
  • At the same time, from November 15 propane for the population will rise in price 2.5-fold — to 5,000 sums per kg

What has changed

The Cabinet of Ministers has revised the basic norms of electricity consumption: the resolution of October 31 has been published on Lex.uz, Spot.uz writes about it. For the duration of the heating season, differentiated basic norms with reduced tariffs are being introduced. Residents of districts without gas supply and remote areas will be able to pay at the basic tariff of 550 sums for up to 350 kWh per month, while in gasified districts the norm remains at the previous level — 200 kWh.

Timing and regions

The increased norm for non-gasified areas does not apply uniformly everywhere: in Karakalpakstan and Khorezm it is in effect from October to February, in the remaining regions — from November to February. Thus, the decision primarily affects households without access to gas pipelines, for whom electricity remains the main source of heating in winter.

Context of the decisions

The increase of the basic norm was discussed at a presentation to the president in early October; at that time, one-time financial assistance to families in need and a revision of the criteria for allocating energy subsidies were also proposed — according to Spot.uz, these proposals are not disclosed in the published resolution. Separately, the outlet recalls that from November 15 propane for the population will rise in price by 2.5 times — up to 5,000 sums per kilogram, which increases the burden on consumers in non-gasified districts.
