Arrest of the district head

Roman Sinyagovsky, the head of Slavyansky District in Krasnodar Krai, has been remanded in custody in a criminal bribery case involving more than 26 million rubles received from the funeral business. The Pervomaysky District Court of Krasnodar imposed the pre-trial restraint for two months — until December 31, 2026, according to the unified press service of the courts of Krasnodar Krai.

What the official is charged with

According to the investigation, from January 2018 to March 2026 the municipal leader, through intermediaries, received money from the director of a private funeral company. In exchange, he was supposed to ensure that the head of the Slavyanskoye urban settlement issued an unlawful decree granting the company a monopoly on burials at the cemetery. The bureau's exclusive rights, the investigation asserts, were formalized under the guise of contracts for landscaping and site improvement. The charges were brought under Part 6 of Article 290 of the Criminal Code of the Russian Federation (taking a bribe on an especially large scale), as well as Part 3 of Article 30 and Part 2 of Article 286 of the Criminal Code of the Russian Federation (attempted abuse of official powers).

Why the court chose custody

When considering the motion, the court took into account that Sinyagovsky has headed the district for more than ten years and enjoys considerable authority among the administration's staff. Some of his subordinates may act as witnesses in the case, so the court suggested that the defendant could pressure them, influence other participants in the proceedings, or attempt to conceal or destroy evidence.

Context

The Life.ru report also recalls another recent ruling: the Surgut City Court sentenced Alexey Shipilov, the former first deputy governor of the Khanty-Mansi Autonomous Okrug, to 11 years in a strict-regime colony and a fine of 15 million rubles for taking an especially large bribe and abuse of official powers with grave consequences. This is a separate case, unrelated to Sinyagovsky's arrest.
