The key facts

  • Russia introduces visas for Montenegrins from December 30, 2026
  • Montenegro abolished visa-free travel for Russians from November 1
  • The gap of almost two months is explained by the procedure for terminating the 2008 agreement

Moscow's symmetrical response

Russia will introduce a visa regime for citizens of Montenegro from December 30, 2026. According to Life.ru, this is a response to Podgorica's decision to abolish visa-free entry for Russians from November 1. The Russian embassy in the republic clarified that from that date Montenegrins will need a visa to enter Russia on any type of passport.

Why the dates do not coincide

Diplomats explained that Moscow intends to strictly observe the procedure for terminating the intergovernmental agreement on mutual travel of citizens, signed on September 24, 2008. Taking into account the date of receipt of the official notification from the Montenegrin side, Russia's obligations under the document cease exactly on December 30. Earlier Russian Ambassador Alexander Lukashik confirmedthat the Montenegrin rules come into force on November 1 — thus, the Russian restrictions will take effect almost two months later.

What applied before

Before the termination, the agreement allowed citizens of both countries to visit each other's territory without visas for up to 30 days. Montenegro officially notified Moscow of the abolition of the visa-free regime for Russians. According to Life.ru, to enter the republic Russians will be able to use not only Montenegrin national visas but also valid permits from a number of other states, including Schengen Area countries, while holders of a Montenegrin residence permit will not need additional entry documents.
