The key facts
- Russian Deputy Prime Minister Novak reported the resumption of attacks on Russian refineries after a break, without specifying which plants were affected

Deputy Prime Minister's statement and data on the affected refinery
Russian Deputy Prime Minister Alexander Novak said that after a certain pause, strikes on Russian oil refineries have resumed: 'There was a certain pause, and today attacks on oil refineries have resumed.' According to DW, he said that Ukraine attacked three refineries, including one in Samara Region, as well as a gas chemical complex, but did not specify which refineries were affected. At the time of publication, the Ukrainian side had not issued an official comment on the strikes.
What is known about the Novokuybyshevsk Refinery
Earlier, the outlet Astra and Ukrainian monitoring channels, citing witnesses, reported a strike on the Novokuybyshevsk Refinery in Samara Region. According to DW, the enterprise produces jet fuel for the Russian army. The refinery is part of Rosneft's group in Samara; its annual processing capacity is about 8.8 million tons of oil, and it produces more than 20 types of petroleum products.
A delayed warning and previous attacks
Residents of Novokuybyshevsk complained that no air threat warning sounded: according to witnesses, a message from Samara Region Governor Vyacheslav Fedorishchev appeared almost two hours after the attack began. The refinery had been struck before: according to Astra, after the April 2026 attacks, two crude oil primary processing units were temporarily shut down. Thus, Novak's statement about the resumption of strikes after a pause coincides in time with reports of a new hit on the enterprise, which had previously suspended part of its processing, but the full list of affected facilities has not yet been officially disclosed.
