The key facts
- The cassation court in Samara finally refused Mavliev reinstatement as mayor of Ufa
- His contract was terminated early on July 14 after his state secrets access was revoked
- A criminal case over a bribe on an especially large scale and abuse of office continues in parallel
The cassation court has ended the legal dispute
The Sixth Cassation Court of General Jurisdiction in Samara dismissed the appeal of Ratmir Mavliev, thereby finally depriving him of the possibility of returning to the post of mayor of Ufa. 'The appeal has been left unsatisfied,' the court document cited by TASS states. This is reported by Life.ru citing court materials.
How the dismissal dispute unfolded
The Ufa City Council terminated Mavliev's contract early on July 14 after his access to state secrets was revoked, and the former mayor challenged the dismissal in court. On August 11, the Supreme Court of Bashkortostan granted his claim for reinstatement: according to Life.ru, the ruling provided for Mavliev's return to office from July 15 and payment of 189 thousand rubles for forced absence from work. However, after an appeal was filed, the Fourth Appellate Court in Nizhny Novgorod overturned this decision. The appeal was heard in closed session due to information related to state secrets access; the appeal was filed by the Ufa prosecutor's office, the administration of the head of Bashkortostan, and other parties to the proceedings. After the reversal, the defense announced its intention to seek cassation review, which ended in rejection.
A parallel criminal case
At the same time, criminal prosecution of the former mayor continues: he is accused of taking a bribe on an especially large scale and abuse of office. According to the investigation, one of the episodes is connected with the unlawful alienation of a plot belonging to the Raduga sanatorium. Mavliev has not pleaded guilty. The outcome of the labor dispute does not mean the criminal case is over — its consideration continues.
