Competition Committee recognizes Uklon as dominant

The Committee for the Development of Competition and Protection of Consumer Rights has recognized the enterprise Uklon UB as an operator of a digital platform holding a dominant position in the market of intermediary (aggregator) services for placing passenger transportation orders and providing taxi services. This was reported by the press service of the agency, and the decision was also covered by Gazeta, Spot.uz, Daryo.uz, Kun.uz and UzNews.uz.

What practically changes for the company

Under the committee's decision, an antitrust compliance system aimed at preventing abuse of a dominant position will be mandatorily implemented in the operations of Uklon UB, and the platform's activities will be under the agency's constant monitoring. For companies with this status, the law prohibits more than 20 types of actions that restrict competition — in particular, forbidding entrepreneurs from making arrangements with users outside the platform or using competing entrepreneurs' data without permission. Violations carry a fine of 5% of turnover and administrative liability for officials.

On what grounds the decision was made

Kun.uz, citing the committee's response, clarified that the decision was made on the basis of a regulation approved by Cabinet of Ministers resolution No. 256 of May 1, 2024: the average monthly number of active end users of the platform exceeded 50,000, and revenue exceeded 100,000 BRV (base calculation units). The committee did not disclose the exact values of these indicators. According to Spot.uz, the status of dominant digital platform operator is granted when one of two criteria is met (revenue above 44 billion soums or more than 50,000 active users per month), as well as a share of more than 40% in a specific online services market; the status is reviewed once every three years.

Context: the aggregator market under scrutiny

Uklon is a service of a Ukrainian IT company operating in Uzbekistan since June 2023; it first launched in Tashkent, and in recent months has gradually expanded to five cities in the Fergana Valley — Fergana, Margilan, Kokand, Namangan and Andijan. In March 2025, the Ukrainian operator Kyivstar agreed to acquire 97% of Uklon's shares for $155.2 million. Uklon is not the first aggregator to receive this status: in October 2024, YandexGo UB, Yandex Eats and Express24 APP were recognized as dominant digital platform operators, and back in December 2023 Yandex Go was recognized as a dominant economic entity in the taxi aggregator market. The decision on Uklon comes amid heightened attention from the committee to the industry: in mid-October, the agency announced a study of the aggregator market and the prices they set after the large-scale Yandex Go outage starting October 9, when, due to an attack on the company's Russian data centers, taxi ordering became temporarily unavailable in Uzbekistan, Kazakhstan and Kyrgyzstan, and fares in the country rose several times over. At the time, the committee called on aggregators to revise their pricing algorithms, fix payment issues for drivers, and unblock drivers who had been blocked without justification.
