What happened
On 28 October, the Ministry of Health of Uzbekistan announced that, on the instruction of President Shavkat Mirziyoyev, 65.2 billion soums had been allocated from the state budget to fully compensate for the material and moral damage suffered by the families affected by the Dok-1 Max and Ambronol medicines. This was reported by UzNews.uz, Gazeta, Kun.uz and Daryo.uz, citing a statement from the ministry's press service.
Why the payments were delayed and how the gap was closed
According to the enforcement documents of the Tashkent City Criminal Court, the Bureau of Enforcement was to collect a total of 82 billion soums in favour of 90 victims. However, due to the prolonged sale of the convicted persons' seized assets, only 16.8 billion soums — about 20% of the awarded amount — had been paid by now. The remainder went unpaid for several years. On the president's instruction, the missing 65.2 billion soums were allocated from the state budget, and to date a total of 80 billion soums has been transferred to 88 families: 72.2 billion to the families of 72 children who died, and 7.8 billion to the families of 16 children who have completed or are still undergoing treatment. The families of two more victims will receive the remaining 2 billion soums once technical issues related to bank cards are resolved.
The context of years of appeals
The delay in payments was the subject of years of appeals by the parents. Gazeta notes that in April 2024, at a hearing of the appellate instance, the parents asked that enforcement of the compensation ruling not be delayed; in October 2024 it published their appeal about the severe consequences of the poisoning and their inability to pay for treatment; and in October 2025 the families who had not received the awarded amounts in full turned to the president. According to the outlet, citing the parents, the remaining 80% of the compensation was transferred by the state between 20 and 24 October; the Bureau of Enforcement's press secretary Farrukh Toshpulatov confirmed the transfer of the funds. From 25 October, according to the parents, officials and doctors from Tashkent began visiting the families of children with disabilities.
What will happen to the budget funds and the affected children
The Ministry of Health stressed that the 65.2 billion soums allocated from the budget will be returned to the republican budget through proceeds from the sale of the guilty persons' assets and recoveries from the convicted. In addition, representatives of the ministry and other state bodies, together with doctors from republican medical centres, are visiting the affected families and taking measures to provide the children with additional medical and psychological assistance.
