New payments from November 7
The press service of Uzbekistan Temir Yollari announced the introduction of additional fees for the delivery to Termez of cargo subsequently exported to Afghanistan. The new payments take effect on November 7; the company explains them by thegoal of preventing revenue losses for the joint-stock company.
Standard rates for most cargo
For most goods transported within Uzbekistan with subsequent transshipment at Termez station and export to Afghanistan, the fee per railcar (excluding VAT) is: for rail transport over a distance of 600–800 km — 800 thousand soums, 801–1000 km — 1 million soums, from 1001 km — 1.3 million soums. For delivery by road, the rates are higher: 0–300 km — 2.8 million soums, 301–600 km — 5.2 million, 601–800 km — 6.6 million, from 801 km — 7.6 million soums per railcar.
Exceptions and higher rates for wheat
Goods under HS codes 1001 (wheat and meslin), 27090010 (crude oil and petroleum products), 27090090 (gas condensate), 2710 (oil and petroleum products other than crude), 2711 (petroleum gases and other gaseous hydrocarbons), 3901 (polyethylene) and 3902 (polypropylene and other propylene polymers) are excluded from the standard rates. Separate, significantly higher fees apply to wheat: from 6.8 million soums per railcar by rail over a distance of up to 300 km to 26 million soums over a distance of more than 1000 km; by road — from 12 to 33 million soums. Kun.uz also notesthat 33 million soums is the maximum rate for certain wheat transport routes.
Separate tariffs to Termez-port station
For cargo delivered to Termez-port station, separate rates apply: for goods outside the list of exceptions — from 3 million soums (up to 300 km) to 8 million soums (over 1000 km) per railcar, for wheat — from 13 to 33 million soums depending on the distance. All amounts are given excluding VAT. Thus, for grain cargo the fee may be several times higher than the base rate for ordinary goods, making the new regulation particularly significant for operators transporting food cargo in the Afghan direction.
