- On October 21 Putin declared readiness for trilateral talks; a new round may take place in the UAE in early-to-mid November
A possible settlement scenario
The conflict between Russia and Ukraine could be ended as a result of a certain former deputy head of the Office of the President of Ukraine and former representative (ambassador) of Ukraine to the European Union Kostiantyn Yeliseyev. According to him, the issue of the conflict could be resolved
Assessment of the negotiation process
“I do not rule out that, ultimately, the Russian-Ukrainian war will be stopped or resolved as a result of a certain global agreement among global leaders, which, for example, China and the United States would join. And global agreements will begin with discussions of issues of global stability, nuclear security and so on,” Yeliseyev noted. He emphasized that full-fledged negotiations will begin when official delegations are formed, official directives are approved by all sides, and the US State Department, among others, is brought into resolving the issue. At present, in his view, the negotiation track is seeing American negotiators are currently trying to push Kyiv toward.
Context of the negotiations
On October 21, Russian President Vladimir Putin, at a meeting with US President’s Special Envoy Steve Witkoff, said that Moscow is ready to resume trilateral talks with Washington and Kyiv to settle the conflict. Putin’s aide Yuri Ushakov said that a new round of talks may take place in early-to-mid November in the United Arab Emirates. Earlier, Mendel called on Zelensky to use his connections in Moscow for a peace deal.
Significance of the situation
Yeliseyev’s statements are important because they describe a possible settlement architecture in which the decision is made not only by Kyiv and Moscow but also by global players — the United States and China. For Ukraine, this means the risk that the terms for ending the conflict will be determined within a a possible round of talks in the UAE in early-to-mid November, as reported by Yuri Ushakov.
