A new procedure for determining the cost of design work has been approved

The Government of Uzbekistan, by resolution No. 584 of October 21, 2026, approved the regulation on the procedure for determining the cost of design and survey work, Kun.uz reports, citing the officially published document. The resolution enters into force six months after its official publication.

Payment, advance and design supervision

According to the resolution, under targeted programs for facilities financed from the budget system, design supervision costs are allocated as a separate line in the contract. Their amount is set at 10% of the cost of developing the design and estimate documentation. Under contracts for the preparation of design and estimate documentation, design organizations are paid an advance of 30% in a single payment.

Digitalization of design assignments

Design assignments must be submitted in digital format and confirmed with an electronic digital signature. Completed design and estimate documentation is accepted through the national information system Shaffof qurilish and is automatically sent for expert review within one working day. Digitization of design assignments will be carried out in stages: by December 1, 2026 — for schools and preschool educational organizations;by September 1, 2027 — for healthcare facilities; by June 1, 2028 — for facilities in all other areas.

Standard designs and a ban on unjustified changes

From March 1, 2027, a unified approach to design documentation is introduced for facilities financed from the budget under targeted programs. Standard and reusable designs are posted in the Shaffof qurilish system: construction of such facilities will be carried out by adapting approved standard designs to specific local conditions, except for utility networks. After receiving a positive expert conclusion and approving the documentation by an internal order of the client service, making unjustified additional changes to the design is prohibited. In addition, if the cost of a facility in the approved design and estimate documentation exceeds the initial cost used when selecting the design organization by more than 1.5 times — or is lower by the same margin — the cost of design and survey work is recalculated.

Why it matters

The new rules affect clients and design organizations working with budget-funded construction: from schools to healthcare facilities. Direct practical consequences include the mandatory digital format of design assignments with an electronic signature, automatic submission of documentation for expert review within one working day via Shaffof qurilish, fixed shares of the advance (30%) and design supervision payment (10%), as well as recalculation of the cost of work if the facility price deviates from the initial one by more than 1.5 times. The editorial team notes that this set of measures is aimed at transparency and predictability of budget-funded design, but the real effects can only be assessed after the resolution enters into force and the phased transition to the digital format.
