Meeting on Kashkadarya region
President of Uzbekistan Shavkat Mirziyoyev is holding a meeting dedicated to the socio-economic development of Kashkadarya region. This was reported by Daryo.uz and Spot.uz.
Experience of the 'Chim' mahalla
According to the outlets, the 'Chim' mahalla of Kamashi district was presented as an example of a modern mahalla: a school for 640 places and a kindergarten for 240 places were built there, a family polyclinic was equipped, and a new mahalla building, a youth center, a sports complex and a recreation park were erected. It was noted that there are no poor families or unemployed people left in the mahalla. The President set the task of creating, based on this experience, two modern mahalla centers in each district by Independence Day of next year.
Agriculture
The 'Chim' experience is planned to be applied in Mirishkor district: greenhouses for growing lemons will be created on 20 hectares, intensive fish farming on 30 hectares, and an almond orchard on 50 hectares. In addition, on 8 thousand hectares of land leased out in spring, intensive orchards will be planted, on 3 thousand hectares — greenhouses, and on the remaining 11 thousand hectares high-yield crops will be grown on the basis of cooperation. Responsible officials were instructed to start this work in each district.
Lending and excessive requirements
The President emphasized that banks must show practical results in delivering resources to projects of the population and entrepreneurs. He set the task of abolishing excessive requirements in lending: according to him, obtaining a loan currently requires 102 types of documents, of which 53 are already available in information systems, and another 22 are not related to lending. These changes, as noted, should accelerate the financing of initiatives in mahallas and the creation of new jobs.
Andijan experience
Referring to the meeting on Andijan region on September 24, Spot.uz recalls that banks were instructed to develop up to 20 new financial products with assessment of cash flow, accounts receivable, turnover, availability of orders and contracts as an alternative to collateral. For loans up to 500 million soums, it was proposed to abolish the business plan requirement. At that time, the President pointed out that since the beginning of the year, state banks had denied loans to 35 thousand clients due to lack of collateral or a guarantor. It was noted that this approach should yield results in Kashkadarya as well, and the performance of banks will be assessed not by the number of new products, but by the growth of enterprises and businesses that received resources.
