The key facts

  • From November 1, 2026, visa-free entry of Russians to Montenegro ends; the current regime is valid through October 31 inclusive (up to 30 days).
  • Entry is possible with a Montenegrin visa or with a valid US, UK, Ireland, or Schengen area visa — in the latter case, stay up to 30 days, but no longer than the validity of the existing visa.
  • Applications are accepted at VFS Global centers in Moscow, Yekaterinburg, Voronezh, Pskov, Novorossiysk, Petrozavodsk, Murmansk, and Arkhangelsk, as well as at the Montenegrin Embassy in Moscow.

New Entry Rules from November 1

From November 1, 2026, Russians will be able to enter Montenegro with a national visa of that country or with a valid visa of a number of other states, including Schengen area countries. Russian Ambassador to Podgorica Aleksandr Lukashik told TASS in an interview. According to him, entry will be carried out “if they hold a Montenegrin visa, as well as visas of a number of other countries, including Schengen states.”

How to Apply for a Montenegrin Visa

To obtain a Montenegrin visa, applicants need to prepare a package of documents and contact one of the VFS Global centers in Russia or submit an application directly to the Montenegrin Embassy in Moscow. The decision to issue the permit is made after the documents are reviewed. Visa centers operate in Moscow, Yekaterinburg, Voronezh, Pskov, Novorossiysk, Petrozavodsk, Murmansk, and Arkhangelsk; Saint Petersburg is not listed. Applicants must confirm the purpose of the trip, availability of accommodation and funds for their stay, and also provide medical insurance.

Holders of Visas from Other Countries

Holders of valid US, UK, Ireland, and Schengen area visas will not need a separate Montenegrin visa. Under Montenegrin authorities’ rules, such travelers may stay in the country for up to 30 days, but no longer than the validity of their existing visa.

Reasons for Abolishing the Visa-Free Regime

Through October 31 inclusive, Russians can still visit Montenegro without a visa for up to 30 days. The abolition of the regime is linked to Podgorica’s intention to bring migration rules into line with the requirements of the European Union, which the country hopes to join in the future. Montenegro previously officially notified Russia of the introduction of visas from November 1: from that date, the intergovernmental agreement on the conditions of mutual travel of citizens, signed on September 24, 2008, will cease to be valid.
