The key facts

  • 68 of 150 members of the Dutch lower house used AI-generated text in speeches, according to an investigation by De Groene Amsterdammer and Investico
  • The analysis was conducted with the Pangram detector; texts with an AI share below 50% were excluded, meaning the real number could be higher
  • All named MPs acknowledged using AI but said they relied on it to improve structure and shorten texts

Investigation Reveals Scale of AI Use in Parliament

Nearly half of the members of the lower house of the Dutch parliament used artificial intelligence tools when preparing speeches delivered in parliament last year. This is the conclusion of an investigation by the weekly De Groene Amsterdammer and the investigative journalism platform Investico. According to the journalists, 68 of 150 MPs delivered speeches containing text generated by AI tools, including ChatGPT and Claude.

Analysis Methodology

The journalists analyzed the speeches of all 150 MPs using Pangram — a tool for detecting texts created by artificial intelligence. Texts in which the share of AI content was estimated at less than 50% were excluded from the results, which means the actual number of MPs using such tools may be higher. The analysis covered MPs' opening statements during parliamentary debates; interventions and motivated proposals were not counted.

AI Even in Debut Speeches

The investigation also found that some MPs used AI material in their debut speeches, which are traditionally considered a personal contribution — a parliamentarian's first address to the chamber.

Reaction of MPs and Previous Findings

All MPs named in the investigation acknowledged using AI but said they mainly relied on it to improve the structure of sentences, shorten texts, or refine arguments. It was previously reported that Prime Minister Rob Jetten regularly uses AI to prepare social media posts, and according to a separate investigation by public broadcaster NOS, roughly a quarter of written parliamentary questions were prepared with the help of AI.
