Essence of the Initiative
A bill has been submitted to the State Duma under which Russians who adopt a cat or dog from a shelter will be able to return up to 6.5 thousand rubles annually for pet maintenance. The document was prepared by deputies of the New People faction — Vladislav Davankov, Yaroslav Samylin, Olga Stepchenko and Amir Khamitov. They propose supplementing Article 219 of the Tax Code of Russia with a new type of social deduction.
Conditions for Receiving
According to the text of the bill, the social tax deduction is provided for three tax periods, starting with the period in which the pet is transferred to the taxpayer from the shelter. Actual expenses for the care of cats and dogs will be counted; the maximum amount eligible for deduction is 50 thousand rubles per year for each pet. At a personal income tax rate of 13%, this gives a return of up to 6,500 rubles per tax period.
Which Expenses Can Be Claimed
The list of expenses includes the purchase of food, veterinary medicines, anti-parasite products and hygiene supplies. The deduction is also proposed to cover payment for animal treatment, vaccination, sterilization and marking.
Supporting Documents
To receive the compensation, the owner will need to confirm that the pet was taken from a shelter: the basis will be a contract or an act of transfer of the animal. In addition, documents on expenses for its maintenance must be provided.
Context
Earlier, the chairman of the State Duma Committee on Property, Land and Property Relations, Sergey Gavrilov, proposed introducing a tax deduction for Russians renting housing: citizens could return part of the personal income tax they paid for apartment rental expenses. This would require an official lease agreement and documents confirming payments; the parliamentarian also advocated setting a maximum rental cost at which a return could be claimed.
