Reduction of the fee for courier shipments
From November 1, 2026, the customs fee rate for processing international courier shipments in Uzbekistan is reduced by 20%. This was reported by the resolution of President Shavkat Mirziyoyev dated October 12 PQ-368 "On additional measures for the development of the transport and logistics system," as announced by the Ministry of Justice and the ministry's legal information channel. The fee has been in effect since May 4, 2025 and amounts to 2% of the basic calculated value (BRV) per kilogram of gross weight. With the current BRV of 440 thousand soums, this is 8,800 soums per kg. After the reduction, the rate will be 1.6% of the BRV, or 7,040 soums per kg. According to Gazeta.uz calculations, for a 5 kg shipment the fee will drop from 44 thousand to 35,200 soums, and for 10 kg — from 88 thousand to 70,400 soums. This payment differs from customs payments when exceeding duty-free import limits for goods for personal use.
Tax benefits for logistics centers
Transport and logistics centers are fully exempt from land tax and property tax until 2040. To receive the benefits, a center must be included in the UNECE agreement on dry ports, implement digital systems for managing terminals and warehouses, and have a rating of no lower than "BB" on the Ministry of Transport's E-logistika platform. Until August 1, 2029, centers included in the relevant registry are exempt from customs duties and mandatory certification when importing warehouse equipment, loading and unloading machinery, units and spare parts not produced in Uzbekistan. Until December 31, 2027, manufacturers of vehicles of categories M2, M3 and N (buses and trucks) will be able to import components not produced in the republic duty-free.
Target indicators for 2026–2030
The resolution approves target indicators for the development of the industry: the annual capacity of transport and logistics centers must reach at least 40 million tons, the export of transport and logistics services — $3.5 billion, and the volume of transit cargo transportation through the country's territory — 18.5 million tons. The number of international dry ports meeting the established requirements will increase from 24 to 30, and the capacity of border crossing points and container handling centers will double. Khanabad (Andijan region), Alat district (Bukhara region), Termez district (Surkhandarya region), as well as Yangiyul and Akhangaran districts (Tashkent region) will specialize in transport and logistics activities. Terminal management systems (TOS) and warehouse management systems (WMS) will be implemented in the centers and connected to the E-logistika platform by the end of 2030.
Context: changes to duty-free import rules
Gazeta.uz recalls that earlier, from January 1, 2027, the single customs payment rate for goods imported by individuals above duty-free norms was reduced from 30% to 20%. For example, when importing an iPhone worth $1,300 by plane (with a limit of $1,000), the payment for the $300 excess will be $60 instead of $90. From May 1, 2025, duty-free import limits were tightened: $1,000 when arriving by plane (previously $2,000), $500 by rail and water transport (previously $1,000), $300 through road and pedestrian crossing points. The norm for courier shipments addressed to an individual was reduced from $1,000 per quarter to $200 per month. From July 20, to use the duty-free limit one must stay abroad for at least two days when returning on foot or by car, and at least three days when traveling by plane. Limits were also introduced on the import of biologically active supplements, norms for tobacco and perfumery were revised, and when importing a new mobile device, a passenger customs declaration must be filled out, otherwise a fee is charged upon registration in the UzIMEI system (30% of the value, now 20%).
