The key facts

  • On 10 September, a semi-trailer carrying two harvesters crashed into the house of Gulbi Turdikulova and Abduvali Berdibekov in Chirchik; the wall, roof and gas pipe were destroyed.
  • The AgroTech Klaster plant places responsibility on the Chinese supplier Xinjiang Boshiran; the family and the plant failed to agree on repairs.
  • A month later there is still no official damage assessment; the Chirchik City Police Department is conducting an inquiry under Article 133 of the Administrative Liability Code, and the house has had no gas since 10 September.

Course of the incident

On 10 September, at around 15:30, on Sadriddin Aini Street in Chirchik, a semi-trailer carrying two cotton harvesters detached from a truck. It rolled downhill, knocked down a brick fence and crashed into the private house of an elderly couple — 72-year-old Gulbi Turdikulova and 74-year-old Abduvali Berdibekov, who have lived there since 1986. Part of the exterior wall of the living room, the ceiling and the roof were destroyed, windows were shattered, and furniture, appliances, the gas pipe and the meter were damaged. According to the couple, at that moment the wife was at the market and the husband had not yet gone to rest in the living room. Dealing with the aftermath took several hours — an additional crane was needed to remove the harvesters and extract the semi-trailer, and the work continued until about midnight.

Versions of the cause of the accident

According to the family and witnesses, the tractor unit was driving up the street, collided with a passenger car at a turn, after which the coupling device failed and the semi-trailer broke off. According to Berdibekov's estimate, the semi-trailer, about 20 metres long with the harvesters, weighed 50–60 tonnes. The authorities have not yet confirmed the collision: the Ministry of Internal Affairs reported only that the semi-trailer detached for technical reasons. The family points out that the section has a sign prohibiting truck traffic and a sign indicating a 12% gradient, and that, in its view, the oversized cargo should have been accompanied along a route checked in advance. The family's neighbour Botirali Rakhmonberdiyev noted that local residents had repeatedly reported the danger of this section to the authorities before.

Who organized the transportation

The harvesters were intended for Toshkent traktor zavodi LLC (branded AgroTech Klaster since 21 March 2021). General Director Ulugbek Matkarimov stated that the plant did not organize the transportation: under the contract with the Chinese company Xinjiang Boshiran Intelligent Agricultural Machinery dated 9 June 2026, on CIP — Chirchik terms under Incoterms 2020, the supplier was to select a carrier, conclude a contract and pay for transportation and insurance. The name of the logistics company, the owners of the tractor unit and semi-trailer, and the driver's employer are not disclosed; it was not possible to contact the driver. In an act dated 12 September, drawn up by representatives of the plant, the mahalla, the khokimiyat and the police department, it is stated that the damage must be fully compensated by the logistics company engaged by Xinjiang Boshiran. The Chinese supplier, in a letter to the plant, expressed readiness to settle the consequences at its own expense, but the document mainly concerns damage to and repair of the harvester — without indicating the owners of the house, or the amount and timing of compensation.

Dispute over repairs

The day after the accident, AgroTech Klaster management met with the family. According to the couple, they were offered only 'feasible assistance' without determining the scope of work or guarantees; they asked to inspect the house, assess the damage and formally fix the obligations in writing, or to pay the cost of restoration so that they could hire craftsmen themselves. The company's representatives, according to the family, refused to hand over monetary compensation. Matkarimov presented a different version: the plant had no legal obligation to restore the house, assistance was offered 'out of humane considerations', but a young woman who was on site (according to the act, a relative, Jazira Baykuatova) asked not to start work before consulting a lawyer. Neither she nor the owners signed the act, so the document reflects only the position of its drafters. The couple clarify that on that day it was their son and daughter-in-law who spoke with the plant, voicing their position: not to start repairs until the scope of work and the safety of the house are determined.

Appeals and the position of the authorities

On 15 September, the family's lawyer prepared applications to the khokimiyat, the city police department and the prosecutor's office of Chirchik, as well as to the Transport Control Inspectorate under the Ministry of Transport; on 23 September the family wrote to the president's Virtual Reception. The khokimiyat confirmed receipt of the appeal: it was considered by the housing and construction department, and the city road safety department is studying the circumstances of the accident. There is no information about the creation of an interdepartmental commission or a technical inspection of the structures. The khokimiyat said that the amount of damage would be determined by the authorized bodies after a legal assessment, without naming a specific organization, and noted that the family is already repairing the house — the roof has been replaced with profiled sheeting. The restoration of the gas supply has been assigned to the gas supply organization after an inspection of the network; no deadlines have been named, and there has been no gas in the house since 10 September. The Ministry of Internal Affairs (according to press secretary Shokhruh Giyasov) reported that the investigation is being conducted under Article 133 of the Administrative Liability Code — violation of traffic rules resulting in minor bodily injury or significant material damage — and that the damage will be compensated in the manner established by law, without explaining who will pay and how.

The family is repairing the house itself

Without waiting for a damage assessment, the couple dismantled the roof themselves and are rebuilding the wall of the destroyed room. 'The rainy season is beginning, it is getting colder, and my wife and I remain in this house alone. We could not wait any longer… No one helped us,' Berdibekov said. The family emphasizes that carrying out the repairs themselves does not mean abandoning their demands: they are seeking compensation for material and moral damage and want someone to take responsibility for what happened. The restoration costs have not yet been calculated; as of the time of publication, there is no official conclusion on the condition of the house and no determination of who is responsible for compensation.
