Meloni government approves new security decree: new crime for violence at protests, liability of minors, and 500 soldiers in Milan
The Italian Council of Ministers on October 20, 2026 approved the eighth package of security measures — the so-called Cortei decree. It introduces a criminal offense for violent participation in demonstrations, a presumption of criminal liability for minors aged 14–18, and a penalty of up to 12 years for organizing groups via social media. The provision granting military personnel judicial police functions was removed, according to sources, after objections from President Mattarella. 500 military personnel will be sent to Milan until December 31, 2026.
