EU begins discussing strict control mechanisms for new members: Montenegro will be the first test
EU countries have held a first discussion of a draft legal provision that would allow the rights of the union's new members to be restricted, up to and including suspension of voting rights. These measures may first be written into Montenegro's accession treaty.
