More than 34 million EU residents spend over 40% of their income on housing
According to Eurostat data for 2025, the average housing cost overburden rate in the EU was 7.7%, but in Greece it is three times higher — 26.4%. Housing prices have risen by 69% since 2015, and among people on low incomes the burden reaches 29.1% on average across the EU.
