California, judging by partial results, rejects the 'billionaire tax'
Proposition 40, a one-time five-percent tax on the wealth of about 200 California billionaires, is losing at the ballot: with about 60% of votes counted, 'no' stands at 55.6%. Supporters had hoped to raise about $100 billion for healthcare; opponents included Sergey Brin, Governor Gavin Newsom, and a union.
