Preferential mortgage at 8% takes effect in Crimea and Sevastopol from November 1
Russia's Ministry of Finance announced the launch, from November 1, 2026, of a preferential mortgage at 8% for housing in Crimea and Sevastopol. The program covers apartments in buildings under construction and apartments-type units, runs until the end of April 2027, and the state supports the rate for 15 years.
