Russia will not allow the UN Security Council to be expanded at the expense of Western countries
Russia has officially stated that expanding Western representation on the UN Security Council is impossible. Moscow's diplomats insist that reform should be aimed at strengthening the role of the 'world majority' — the countries of Asia, Africa and Latin America. Any attempts to include Western allies in the body will be met with resistance, and any changes to the UN Charter require the consent of all permanent members of the Council.
