War correspondent Alexander Kots analyzed the consequences of the overnight attack on Kyiv on October 20–21: four districts lost power, the metro and surface transport were halted, and water pressure dropped. Ukrenergo announced hourly blackouts. Strikes are reported on the Nivky substation, a drone warehouse in Poltava, and explosions in Lutsk and other cities.
