State Duma links decline in demand for education loans to reduction of tuition-based places at universities
Deputy Oleg Smolin explained the decline in education loan issuance as a policy of restricting access to higher education: tuition-based places at universities have decreased by 97,000. Earlier, the State Duma proposed compensating straight-A graduates for 25% of their loan debt.
