Owners of building No. 27, block 1 on Dnepropetrovskaya Street in Moscow have been seeking a solution to their utility problems for more than a year: a basement flooded with sewage, fleas, mold, faulty elevators, and heating outages. They have begun collecting votes to change the management company — by the end of October, about 33% of the votes had been collected.
