The key facts

  • Complaints about potholes can be filed through the 'People's Control' platform, 'My Road' section
  • The responsible organization is determined by the road's category according to law ORZ-1162
  • One person can file a request without collective signatures

Where to report damaged roads

In Uzbekistan you can report a damaged road — potholes, cracks or destroyed asphalt pavement — through the 'People's Control' platform. The 'My Road' section is intended for this and can be used by residents of all regions of the country, Kun.uz reports. The author of the article tested the mechanism from personal experience: he sent a request to the road repair department of the Yunusabad district of Tashkent and received a response from the district administration (khokimiyat). At the same time, as the author notes, a complaint being reviewed does not always mean the road will be repaired quickly.

Who is responsible for repairs

The responsible organization depends on the road's category and who has jurisdiction over it. According to Article 10 of the law 'On Automobile Roads' (ORZ-1162), there are three types of roads in Uzbekistan. Public roads — of international, national and local significance — are under the jurisdiction of the Committee for Automobile Roads. Internal automobile roads, that is, streets of cities, towns and other settlements, are maintained by local executive authorities. Economic roads, intended to serve enterprises and organizations, may be owned by the state, legal entities or individuals. Thus, if potholes appear on a street inside a mahalla, one should contact the district khokimiyat, and if a public road is damaged — the Committee for Automobile Roads. If it is difficult to determine who is responsible for the road near an apartment building, one can ask the khokimiyat to establish the road's location and the responsible organization.

How to file a request

For an individual request, collecting neighbors' signatures is not required: a single person can file a complaint. If the problem affects several residents, they can submit a collective request.

Why this matters

The practical value of this explanation is that residents often do not know which organization is responsible for a particular street, and their requests go to the wrong address. The publication offers a simple guideline: the road's category determines the recipient — the khokimiyat for internal streets, the Committee for Automobile Roads for public roads. At the same time, it remains unclear how quickly requests are reviewed and within what timeframes repairs are carried out: the author of the article only notes that a complaint being reviewed does not guarantee a quick repair.
