Recovery of payments following a Roskomnadzor application

A court in Komi, acting on an application from Roskomnadzor, has ordered blogger and musician Igor Sinyak to pay arrears on mandatory contributions for internet advertising. RIA Novosti reported this citing court documents; details are provided by Life.ru and Gazeta.Ru. According to the documents, the court issued an order for the recovery of 34,980 rubles in arrears, plus 8,000 rubles in state duty — a total of 42,980 rubles.

How the levy works and why it is not a tax

Since April 1, 2025, a mandatory levy on income from internet advertising has been in effect in Russia: advertising distributors transfer 3% of the relevant quarterly income to the federal budget. The collected funds are used to support Russian software developers and database rights holders, and Roskomnadzor monitors the timeliness and completeness of payments. As Gazeta.Ru clarifies, this is not a tax: the levy is enshrined not in the Tax Code but in the advertising law, and it is administered by Roskomnadzor rather than the Federal Tax Service. Since 2022, under law No. 347-FZ, all internet advertising must be labeled — with the tag 'Advertising,' an ERID token, and advertiser details, which are transmitted to the Unified Register of Internet Advertising (ERIR) via the advertising data operator.

A series of recoveries from bloggers

Sinyak's case is not the only one: according to Gazeta.Ru, a similar recovery was previously obtained against Dmitry 'Goblin' Puchkov, who owed 48,857 rubles 50 kopecks, as well as against blogger and publicist Karina Nigai. Life.ru separately reports claims against tech blogger Wylsacom (Valentin Petukhov): in October, the agency demanded that a further 468 thousand rublesbe recovered from him; before that, the court had already ordered him to transfer more than 1.2 million rubles for unpaid contributions. On November 6, it became known about a third lawsuit by Roskomnadzor against Wylsacom since the beginning of 2026 — the amount of the new claims and the grounds for the application have not yet been disclosed.
