The key facts
- Zelensky is seeking a written document with concrete commitments, resources and timelines for assistance from Western countries
- The consultations in Brussels on November 4–5 with the participation of the US, UK, France, Germany and the EU ended without practical agreements
- The next round of talks between Russia, Ukraine and the US is scheduled for November 10–11 in Abu Dhabi
Kyiv is waiting for a written plan, not political promises
President of Ukraine Volodymyr Zelensky said in an interview with the Ukrainian TV channel 1+1, that he wants to receive from Western allies a written action plan in case the armed conflict with Russia resumes after a possible peace agreement. According to the Associated Press, cited by Life.ru, Kyiv insists that the document specify concrete commitments of the countries, the necessary resources and the timelines for providing assistance.
“If Russia starts again, what will be done?”
Zelensky stressed that general political promises are not enough: future guarantees must explain what support Ukraine can count on in the event of a new escalation. “If Russia starts again, what will be done, by whom, with what means and when?” — he listed the questions to which Kyiv expects answers.
Brussels consultations without results
Security became one of the central topics at the consultations in Brussels on November 4–5 with the participation of representatives of the United States, the United Kingdom, France, Germany and the European Union. The restoration of Ukrainian infrastructure and financing of the country in 2027 were also discussed; the World Bank and the investment company BlackRock joined the talks. Secretary of the National Security and Defense Council of Ukraine Rustem Umerov said that the participants separately discussed possible threats and joint response measures. At the same time, as Life.ru previously reported, the consultations did not produce concrete results on resolving the conflict: no practical agreements could be reached, and the European Commission in its final message focused mainly on economic issues and the reconstruction of Ukraine.
Relying on Washington and talks in Abu Dhabi
Zelensky is counting on a change in Washington's approach after the US congressional midterm elections: in his assessment, the voting results may improve the prospects for additional American assistance, including accelerating the delivery of interceptor missiles for Patriot systems. The next stage should be talks between representatives of Russia, Ukraine and the United States in Abu Dhabi, scheduled for November 10–11. Kyiv seeks to agree in advance with Western partners on security terms, but the allies' concrete commitments remain a subject of discussion for now.
