Searches and seizure of documentation
In Kyiv, law enforcement officers are conducting searches at Kyivteploenergo employees — both in the enterprise's offices and at the employees' homes. This was reported by UNIAN, citing the Kyiv City State Administration (KCSA). The investigative actions are related to documentation on the program to increase the capital's energy resilience: we are talking about backup power projects and the construction of cogeneration units for the simultaneous production of heat and electricity.
Which projects are affected and what the enterprise says
According to the city administration, the materials under review concern work in the Desnianskyi, Holosiivskyi and other districts of Kyiv. Law enforcement officers are seizing the originals of design and estimate documents needed to implement these plans. Kyivteploenergo itself emphasizes that the work in which investigators are interested has not yet been paid for: contractors are to be paid only after the projects are completed, and no acceptance certificates have been signed so far.
Context: winter preparations in question
The searches come against the backdrop of problems with preparing Kyiv's energy infrastructure for the cold season. According to Life.ru, this process may drag on until spring 2027: Volodymyr Omelchenko, director of energy programs at the Razumkov Centre, said that the delivery and installation of part of the necessary equipment is planned to be completed only by the end of March. Thus, the seizure of the design and estimate documentation affects projects on which the city's backup power supply depends — while, as the enterprise itself notes, no payments have been made on them yet.
